WL#3680: On-line add attribute, ndbcluster handler part

To support on-line attribute (WL#3348) the
ndbcluster handler needs to be extended to
support the new handler interface and using
the extensions of Ndb API that was implemented
in WL#1190.
The new field flags (WL#3627) needs to be considered
when creating tables.
