WL#953: Installer should upgrade grant tables

The installer for Windows should upgrade the grant tables, rather than requiring
the user to use a shell script (which is useless on Windows, anyways). Backups
of the 'mysql' databases should be made before the upgrade in case something
should fail during the upgrade process.
