WL#8383: Remove compatibility SQL modes

This WL removes sql_mode flags:
  • DB2
  • MSSQL
  • MYSQL323
  • MYSQL40
  • NO_FIELD_OPTIONS
  • NO_KEY_OPTIONS
  • NO_TABLE_OPTIONS
  • ORACLE
  • POSTGRESQL

A separate WL#9465 removes the MAXDB flag.
