WL#7854: Deprecate and remove mysqlhotcopy

    The mysqlhotcopy perl script is not really hot or even consistent since 5.5.
E.g. there's an undetected error in how it locks so the tables are left unlocked
if there are views. And that's just one of the problems with it.

Considering the fact that it works with myisam and archive tables only, uses the
file system, does weird tricks to achieve some form of consistency and there
exist much better programs like mysqldump etc, we want to deprecate this script
in 5.6 and remove it in 5.7.
