WL#5245: Add BNF for where_condition

Description:
This is a problem with the MySql manual.

Sections 13.2.1 and 13.2.10 both refer to section 13.2.7 as specifying the
"where_condition".  However, section 13.2.7 contains only the following reference to
"where_condition":
"where_condition is an expression that evaluates to true for each row to be
selected."

This does not specify the syntax of where_condition.  In effect, it is assumed
that the
user already knows the syntax of where_condition.

How to repeat:
Check above manual sections.

Suggested fix:
Please add some BNF to specify the where_condition.
