WL#3369: Maximum size of a String needs to be made explicit

Affects: WorkLog-3.4   —   Status: Un-Assigned 

Need to make the maximum size of a String explicit in the String class code. 
Ideally there should be some sort of constant or #define that is associated with
the string class that shows this.
