WL#3314: TestMonkey IDE

Write a cross-platform GUI development environment for the TestMonkey in 
Python + Gtk. 

Should have at least the following functionality:

- edit project settings
- runtime data editing (parameters, test data sets)
- script recording
- widget mapping editing
- test suite management (create scripts, group and order them)
- others
