WL#3008: information_schema . engines

Make a metadata table INFORMATION_SCHEMA.ENGINES. 
 
The column names (ENGINE, SUPPORT, COMMENT, 
TRANSACTIONS, XA, SAVEPOINTS) and contents 
are the same as for SHOW ENGINES.
