WL#2750: Utilities in mysql-max distrubution should be documented

All the NDB utilities listed below are included in the mysql-max bin distribution.
These should be documented for customer, SE, support and QA as to their purpose
and uses.

In addition, none of them when invoked with -? or --usage state what the utility
does. It would be a good to have a section in the --usage that states the
utility does X.
 
ndb_drop_index  
ndb_select_all     
ndb_waiter
ndb_drop_table  
ndb_select_count
ndb_delete_all      
ndb_show_tables
ndb_desc

ndbapi_slow_select - this is a API test program
ndb_cpcc - this is only useful if you're using ndb_cpcd
ndb_test_platform - this is only used by mysql test run
