WL#2009: Remove TC connect record from scan operations

TC has a record for handling primary key operations.
This is also used for scan operations.
This creates problems with allocation of this record.
Thus the idea is to remove this record from scan usage

This will certify that the CFG_TC_TC_CONNECT parameter is properly set.
