WL#3515: Partitioning: Add support for handlerton flags

From Brian Aker's analysis of partition code:

The current partitioning code does not support handlerton
flags. It should.

MySQL Engineering should therefore amend the partitioning
code so that handlerton flags are supported by partitioning.
