Fallback State.
"Fallback" is the process of fencing the server when disk space is critically low. The Fallback_State class manages the state of the fallback process, such as tracking whether the Health Monitor set or attempted to set SUPER_READ_ONLY and/or OFFLINE_MODE.
The fallback state does not indicate the actual value of the system variables, only whether or not the Health Monitor set them. This allows the Health Monitor to detect when the system variables are changed externally and sync with the server state.
