Get explicit specified tablespace for one (sub)partition, checking from lowest level.

Parameters

[in]	tablespace	table-level tablespace if specified
[in]	part	Partition to check
[in]	sub_part	Sub-partition to check, if no, just NULL

Returns

Tablespace name, if nullptr or [0] = '\0' then nothing specified
