WL#4360: NDB/Bindings configure should live or die at the expected times

Affects: Benchmarks-3.0   —   Status: Complete   —   Priority: Medium 

Running configure for a build of NDB/Bindings should succeed or fail in a
consistent and predictable manner based on finding or not finding components on
the system. This will involve the least amount of direct manipulation of build
options by a user compiling the system, with ./configure doing the right thing
in most cases.
