WL#3778: GUI for Server-Side Help

The MySQL Server can provide server side help for SQL commands and allowed syntax.
The server-side help tables are automatically generated from the MySQL manual.

This help is available via the command-line mysql client, though the interface to 
it is not ideal.  MySQL Query Browser and MySQL Administrator could provide a much 
superior interface to the help tables.
