WL#3709: NdbRecord operation for Hugo test framework

This is a follow-up task to WL#2223: NdbRecord.

For testing NdbRecord, we want to change the Hugo framework (autotest) to use
the new NdbRecord API instead of the old NdbRecAttr API.

The initial time estimate is for an initial design phase, studying the existing
Hugo code and designing how to approach the problem.
