WL#3170: NDB: Dynamic BINLOG_FORMAT change

PROBLEM

It is with the current implementation not possible to change 
binlog format dynamically when using NDB.  (The current 
implementation is described in WL#2712.)

WL#2712 is a little bit different though.  It is not possible to
switch when using NDB.  I think we should close this WL anyway and
instead create a new one for making it possible to switch also for
NDB.

I made it impossible when using NDB, because Tomas said NDB wasn't
ready for on-the-fly changing.
