WL#2914: NDB: Incremental On-line Backup

Affects: Server-7.1   —   Status: Un-Assigned   —   Priority: Medium 

Advance the current On-line Backup by making it incremental. Thus not needing
to take a full backup of all data for all backups.

Possibly also make it possible to restore more dynamically by logging 
continously.
