WL#2663: Ability to restart mysqld through ndb_mgm

Affects: Server-7.1   —   Status: Un-Assigned   —   Priority: Very High 

The idea is to allow one management place in which an administrator can restart
all process that touch the cluster. This could actually be linked into
mysql.server process to tell the mysqld to restart.
