Almost every block has a page pool of some kind.
To decrease the sizes of these pools these page pools
should be integrated with the rest of the dynamic memory
management in WL #1497

I will create *one* page pool as part of wl1668
(or that's the current plan).
The page pool will be "global" with different indexes allocated
to different blocks.
