WL#1744: NDB Windows port

Port NDB to windows

At the Dev-MT Offsite meeting in Santa Cruz, Brian
and Monty made the following time estimate for this
task:
- windows port cluster (WL#1744); 3+ mths
* We can estimate the time needed to do the actual port of
Cluster to Windows, but we have no performance information, 
so it's unknown how long it would take to make Cluster perform 
well enough on Windows. 
* Current estimtate: Brian and Monty agree the port will take
3 mths. But we'll also require an unknown length of time to
do a thorough test of the feature and deal with any performance
issues found.
