WL#1101: Fix ELT to return INT and FLOAT types for reasonable arguments set

Affects: Server-7.1 — Status: Un-Assigned — Priority: Medium

ELT now always returns CHAR result. It should be fixed
to be able to return INT and FLOAT types too for appropriate 
argument sets.
